I. Qualification Requirements for Bidders:

Bidder Qualification Requirements

1. The bidder shall meet the conditions stipulated in Article 22 of the Government Procurement Law of the People’s Republic of China;

(1) Possess the capacity to independently assume civil liability (provide proof of legal person status, such as a business license or the unified three-in-one certificate);

(2) Possess good business reputation and a sound financial accounting system (financial statements for 2018 or a credit certificate issued by the bank where the basic account is held);

(3) Possess the equipment and specialized technical capabilities necessary for performing the contract (provide a letter of commitment attesting to the possession of such equipment and capabilities, or submit relevant supporting documentation);

(4) A good record of lawful payment of taxes and social security contributions (provide relevant documentation for any month in 2019 demonstrating such lawful payments; if exempt from tax or not required to pay social security contributions by law, corresponding supporting documents must be provided);

(5) No major violations of laws or regulations in business operations during the three years prior to participation in government procurement activities (to be evidenced by a written statement);

(6) Other conditions prescribed by laws and administrative regulations.

2. The bidder shall have no record of material violations of laws and regulations in its business operations, and shall not be subject to any of the following: an order to suspend business; revocation of its business license; seizure, freezing, or takeover of its assets; or a declaration of bankruptcy. Furthermore, the bidder shall not be in any other situation that could affect its eligibility to submit a bid. The bidder must verify this on the “Credit China” website.

3. Different suppliers whose heads are the same person or between whom there exists a direct controlling or management relationship shall not participate in government procurement activities under the same contract (a written statement must be provided).

4. This project does not accept consortium bids.

5. Our company will only accept bids from suppliers who have purchased this tender document. Note:

1. Bidding representatives are requested to bring photocopies of the following supporting documents (stamped with the official seal) when purchasing the tender documents:

(1) The person handling the purchase of tender documents shall provide:

(a) If the handling officer is the legal representative, a certificate of legal representation and a copy of the legal representative’s identity card must be provided;

(b) If the bidder is represented by an authorized representative, a power of attorney issued by the legal representative and a photocopy of the authorized representative’s identity card must be provided;

(2) A valid business license for corporate legal persons (or registration certificate for institutional legal persons), or the business license, organization code certificate, and tax registration certificate of other organizations (or a certificate of integrated issuance of the three certificates);

VI. Other Supplementary Matters

Bidders shall submit a single, comprehensive bid for all goods and services under each package of this project; any bid that covers only a portion of the scope within a single package shall be deemed invalid. Bidders may submit bids for both package groups of this project, or for only one of the package groups; bidders are permitted to win contracts under both package groups simultaneously.
