Procurement Requirements
I. Project Overview
1. Overview of the Venue. The China Animation Museum (hereinafter referred to as “the Animation Museum”) is the nation’s first state-level animation-themed museum, established with the approval of the National Radio and Television Administration and the Chinese Society of Animation. It integrates exhibition, collection, education, interactive experience, and academic research into a single institution, with the goal of becoming the largest, most comprehensive in terms of exhibits, and most authoritative modern animation museum in China—pioneering domestically and benchmarking against international standards.
2. Geographical Location. The China Animation Museum is located at No. 375 Baima Lake Road, Changhe Subdistrict, Binjiang District, Hangzhou, on an island on the eastern side of the Animation Plaza in the Baima Lake Eco-Creative City. The planned land area is 2.77 hectares, with a total building area of approximately 30,167 square meters.
II. Scope of Services
1. Service Explanation
(1) Responsible for providing guided tours throughout all exhibition areas of the museum.
(2) Participate in the writing, revision, and layout of tour commentary scripts.
(3) Assist the competent authorities in conducting public science education activities.
(4) Other tasks related to interpretation services.
2. Venue Services
(1) Responsible for handling telephone inquiries at all information desks throughout the museum, providing service consultations, managing lost-and-found services, broadcasting missing-person notices, and other convenient public services.
(3) Responsible for recording, organizing, and providing feedback on visitor reception information.
(2) Responsible for tasks such as locating, borrowing, and organizing books in the anime and manga library.
(3) Responsible for providing guidance on the use and operation of various multimedia and interactive exhibits and facilities in the exhibition area, as well as maintaining order.
(4) Responsible for patrol inspections of cinemas and theaters, control of entrances and exits, audience guidance, and maintenance of order.
(5) Responsible for the daily operation and basic maintenance of theater and cinema facilities and equipment, as well as hygiene and cleaning tasks; assist in ensuring the smooth execution of theatrical performances, film screenings, and conference services.
(6) Responsible for coordinating with maintenance and service providers for cinemas, theaters, and exhibition-area facilities and equipment; promptly addressing all software and hardware malfunctions; and ensuring the timely implementation of all maintenance and upkeep schedules.
(7) Assist the safety management department in properly and appropriately handling all types of emergencies.
(8) Other tasks related to venue services.
3. On-duty security services
(1) In accordance with the relevant requirements for museum security personnel management, provide daytime security inspections and supervision as well as nighttime on-duty services, fulfill all security duties, and maintain meticulous duty logs.
(2) Other tasks related to the security officer on-duty service.
III. General Requirements for Service Personnel
The China Animation Museum is the nation’s first state-level museum dedicated to animation, housing a rich collection of scientific, interactive, and visually engaging exhibits that showcase cutting-edge animation technologies. The museum features ancillary facilities such as a merchandise sales area, a cinema, a library, a café, and a restaurant, all designed to meet stringent standards for professionalism, safety, and operational compliance. Visitor services are meticulously tailored to be professional, efficient, attentive, and comprehensive.
(1) The procuring entity shall exercise centralized management over the outsourced service management body established by the successful supplier.
(2) The successful supplier shall, in accordance with the actual needs of the Museum of Dynamic Sports, establish and implement relevant rules and regulations governing the management, recruitment, training, and performance evaluation of professional technical service personnel. Prior to implementation, the supplier shall submit a report to the procuring entity and may proceed only upon the procuring entity’s approval.
(3) The procuring entity shall have direct involvement and approval authority over the establishment of certain key positions, as well as personnel recruitment and management decisions. Where deemed necessary, the procuring entity may review the financial condition and financial statements of the successful supplier.
(4) In the handling of special, emergency, and unforeseen incidents, the procuring entity shall have direct command authority over the personnel providing specialized technical services.
(5) The technical service personnel provided by the winning supplier must be stationed permanently at the venue.
(6) The successful supplier shall ensure the uninterrupted, continuous, and professional delivery of services, and shall appropriately allocate and schedule the types and numbers of personnel to meet the purchaser’s requirements.
(7) The successful supplier shall conduct rigorous political reviews of all hired personnel to ensure that they have no criminal record.
(8) Employees of the winning supplier shall wear uniform attire in accordance with job requirements, conduct themselves in a professional and standardized manner, and pay close attention to their appearance and public image. For certain positions that require a specific public image, hiring criteria such as body shape and height shall be strictly adhered to.
